Free RFP Templates for Construction Projects

Construction request for proposals (RFPs) can take time to draft, especially when every project has different requirements. To make the process easier, we've included two ready-to-use construction RFP templates that government agencies can customize as needed. The first is a detailed template for large and complex construction projects, while the second is a shorter version designed for small, straightforward projects.

1. Construction RFP Template: Short 

If you're issuing an RFP for a small construction project or a short-duration job, this template covers all the essentials without adding unnecessary details or overkill.

In this construction RFP template, we have included the following. Feel free to download and customize it per your requirements. 

  1. Project snapshot — RFP number, project name, issuing agency, key dates, estimated budget range, and point of contact, all in a single table
  2. What we need done — a plain-language scope description with key deliverables and what's excluded
  3. Timeline — start and completion dates, plus any scheduling restrictions (blackout dates, working hours, phasing)
  4. How to respond — where to send the proposal, what to include, and the submission deadline
  5. Minimum requirements — licensing, insurance, and eligibility criteria for bidders
  6. How we'll decide — a simple, transparent explanation of the selection process
  7. Price & schedule form — a one-page table for the bidder's price and proposed timeline

Unlike the detailed template, this version skips the formal cover page, evaluation scoring tables, and lengthy contract terms, making it easy to issue and easy for smaller contractors to respond quickly.

2. Construction RFP Template: Detailed 

For large, complex, or high-value construction projects, this detailed RFP template covers everything from project scope and technical requirements to evaluation criteria and contract terms, helping you create a comprehensive solicitation.

This full construction RFP template covers:

  4. Scope of work (general scope, exclusions, reference documents)
  5. Project schedule — milestone table with all key dates
  6. Instructions to proposers — questions, site visit, addenda, deadlines, reservation of rights
  7. Submission requirements — format and required contents checklist
  8. Qualifications & experience
  9. Insurance, bonding & licensing — with a coverage-limits table
  10. Evaluation criteria — weighted scoring table
  11. Contract terms & conditions
  12. Pricing/cost proposal form — itemized cost breakdown table
  13. Attachments & exhibits list

All placeholders are bracketed in italics (e.g., [Project Name]) so you can find-and-replace them easily. Just swap in your organization's details, actual scope items, and dollar figures/weights to fit your project.

3. Cover Letter Templates

Why a cover letter from the government agency is preferred: While a cover letter is optional, it gives vendors and contractors a quick overview of the project before they dive into the full RFP. It introduces the agency, explains the purpose of the solicitation, highlights important dates, and sets clear expectations for the proposal process.
