Counties

An award you can defend. A price you can't.

Relay by Pursuit is a technology reseller for county government. We help your departments find and compare the vendors that have the solutions they need, and show you what comparable counties paid, so the number going to the board holds up.

One of these is probably true in your county

Most of the people who call us are still at the "this isn't working and I don't know what the options are" phase — which is the right time to talk, not too early.

A quote you have to judge

A department has brought you a quote and a justification, and you have to decide whether the number is reasonable.

A compliant process, no benchmark

You ran a compliant process and still have no benchmark for what the price should have been. It proves the rules were followed, not that the number was good.

No view of the total

Departments are each buying their own systems, and nobody has a view of what the county pays in total.

One office, every department

Your office covers the sheriff, the clerk, roads and public health. Nobody there buys technology often enough to know what it should cost.

The gap

A compliant purchase and a good price are two different things.

Your purchasing ordinance and your state decide what your buying process looks like. None of them decide whether the price is good.

A sealed bid with one bidder produces a file, not information. And replacing a twenty-year-old system often never goes out to bid at all, it arrives as a change order on an agenda.

A county can do everything by the book and still pay well above what a comparable county paid the same year. Nothing in the current process would tell you. Relay by Pursuit is here to change that.

What Relay by Pursuit does

What we do before you sign

Verified total-cost pricing benchmarks

What comparable counties actually paid, from their own public records. Not just the license line, but implementation, support, and the escalators as well.

Independent, cost-to-own product selection

No quota for any one vendor. We look at what's running in counties your size, and cost each option over the years you'll own it.

Pre-signature terms diligence

Escalation caps, auto-renewal windows, what it costs to get your data back out. We help you while the contract is still negotiable, the only time reading it changes anything.

From the public record

The price isn't a price. It's a position.

Five Michigan cities approved a move to the same municipal ERP in the same year, and every contract sits in their council packets. This is the spread on implementation, across the four whose scope was word-for-word identical.

Implementation fee quoted on identical scope · four cities

As a multiple of that same city's annual software fees.
1× means implementation cost the same as a full year of the software itself.

How it works

From a phone call to a decision.

We're with you the whole way, so what you choose is the best value for the people you serve.

1. Tell us what's in front of you

A quote, a renewal date, or a line in next year's budget.

2. We pull the comparable contracts

Public records from counties like yours, with the source behind every figure.

3. We cost the options and read the terms

Total cost to own, plus the contract language that matters in year three.

4. The purchase runs through us

We're the reseller on the transaction, on the terms that came out of step three.

Questions we get

What county purchasing staff ask first.

We already ran a competitive process. What does this add?

Depends on your purchasing ordinance, your state, and whether this is a new purchase or an option under a contract you already competed. You likely know the answer better than we do. What we add is what the price should be once you've decided.

Can you break the quote out so it holds up in a commissioners' packet?

Yes, and purchasing usually asks for it before we do. Vendors quote one bundled number; a commissioners' packet needs licenses, implementation, training, support and warranty on separate lines. We get that from the vendor in writing.

What costs land after the award that aren't in the proposal?

Usually interfaces to systems other departments already run, migrating case or parcel history, and training past the included hours. Those get priced once you're committed. We ask for them up front and name implementation as the vendor's scope in the agreement.

This is on a cooperative contract. Isn't the price already competed?

The license price was competed once, by someone else, often at a different scale than yours. Implementation, interfaces and annual support usually weren't, and across a county's department count that's where the variation compounds.

Can you help us put a cost estimate together before we go out?

We can give you the comparable contracts and the total-cost picture behind them, with the source document attached to each. That's what an estimate gets built from. We don't fill in your form or sign off on the number, that stays with your office.

Can you show us what a comparable county paid?

Yes, from public records, with the source document attached. County contracts and board minutes are public, so you can verify any of it yourself. We don't name an agency in anything we publish without their written sign-off.

Have a quote in hand? Or no idea yet?

Both are a good reason to talk. The first conversation is usually about what's end of life, what the board has asked about, and what's already on an agenda.
