Cities and villages

You know what needs fixing. Everything after that is the hard part.

Relay is a technology reseller for cities and villages. We help you find and compare the companies that have the solutions you need, long before it becomes a formal project — and show you what comparable agencies paid, so you can defend the number you bring to council.

One of these is probably true in your city

Most of the people who call us are still at the "this isn't working and I don't know what the options are" phase — which is the right time to talk, not too early.

Outdated systems that need fixing

Something is failing or outdated and you've identified what needs to be fixed — budgeting software, the permitting system, the website nobody on staff can update.

Paper records that need digitizing

There are boxes of paper in a storage room that should have been digitized years ago, and you don't know who does that work.

Finding the right vendors is difficult

You've started looking for vendors and come back with a list of names, and no sense of which ones actually work with cities your size.

No dedicated procurement staff

Nobody on staff does procurement full time, because nobody on staff does anything full time.

The gap

A compliant purchase and a good price are two different things.

Your charter, your ordinance and your state decide what your buying process looks like. None of them decide whether the price is good.

A sealed bid with one bidder produces a file, not information. And replacing a twenty-year-old system often never goes out to bid at all — it arrives as a change order on an agenda.

A city or village can do everything by the book and still pay well above what a comparable one paid the same year. Nothing in the current process would tell you. Relay by Pursuit is here to change that.

What Relay by Pursuit does

What we do before you sign

Verified total-cost pricing benchmarks

What comparable cities and villages actually paid, from their own public records. Not just the license line, but implementation, support, and the escalators as well.

Independent, cost-to-own product selection

No quota for any one vendor. We look at what's running in cities and villages your size, and cost each option over the years you'll own it.

Pre-signature terms diligence

Escalation caps, auto-renewal windows, what it costs to get your data back out. We help you while the contract is still negotiable, the only time reading it changes anything.

From the public record

The price isn't a price. It's a position.

Five Michigan cities approved a move to the same municipal ERP in the same year, and every contract sits in their council packets. This is the spread on implementation, across the four whose scope was word-for-word identical.

Implementation fee quoted on identical scope · four cities

As a multiple of that same city's annual software fees.
1× means implementation cost the same as a full year of the software itself.

How it works

From a phone call to a decision.

We're with you the whole way, so what you choose is the best value for the people you serve.

1. From a phone call to a decision.

A quote, a renewal date, or a line in next year's budget.

2. We pull the comparable contracts

Public records from cities and villages like yours, with the source behind every figure.

3. We cost the options and read the terms

Total cost to own, plus the contract language that matters in year three.

4. The purchase runs through us

We're the reseller on the transaction, on the terms that came out of step three.

Questions we get

What city and village staff ask first.

Do we even have to bid this?

Depends on your charter, your ordinance, and whether this is a new purchase or an option under a contract you already competed. We'll tell you what the record shows — not that you're exposed, to make a sale.

Can you get the quote broken out so council can approve it?

Yes, it's a normal part of the work. Vendors quote one bundled number; a council packet needs the parts. We get licenses, implementation, training, support and warranty separated out.

What's going to cost us that isn't in the quote?

Usually integration with systems you already run, migrating your data, and training past the included hours — all priced late, once you're committed. We ask for them in writing up front, and name implementation as the vendor's scope in the agreement.

We're buying off a cooperative contract. Isn't the price already competed?

The software price was competed once, by someone else. Implementation, support and escalation usually weren't, and that's where a lot of variation sits.

We can't fund all of this at once. Can it be phased?

Usually. Much of a first quote is add-ons you don't need in year one, and deferred scope isn't accruing escalators. We'll tell you which pieces can wait and price the smaller version.

Can you show us what another city paid?

Yes — from public records, with the source document attached every time. We don't name an agency in anything we publish without their written sign-off, but the contracts themselves are public and you can pull them yourself.

Have a quote in hand? Or no idea yet?

Both are a good reason to talk. The first conversation is usually about what's end-of-life, what council has asked about, and what's already on an agenda.
